If your ventilation is sorted then it sounds like heating is your only option. What about trying a few infra-red bulbs? not much capital investment required and easily moved around when needed?
What does your vet suggest?

We were advised aganst polytube, insted we are fitting a solid tube running to the half-way mark.Then an extracter fan to suck the bugs out and disperse them away from the calfs. Time will tell if it works!
